Basically I agree with your proposals, but there are a few small points I'd like to discuss.
(*有待商榷 can served as a way of expressing mild disagreement. For example, 有專家學者提出將公務員部分薪資改發消費券,以刺激景氣。筆者認為有待商榷。This words imply that the author disagree with the idea of replacing part of government workers' salary with vouchers.)
